V právním státě neexistuje důležitější sada dokumentů než je platná legislativa. Přímo či nepřímo ovlivňuje všechny aspekty života občanů. Srozumitelnost, konzistence a jednoznačnost právních textů jsou klíčové vlastnosti podmiňující jejich užitečnost a potenciál dosáhnout účinků zamýšlených legislativními orgány. Měřit objektivně tyto vlastnosti není jednoduchý úkol, nicméně moderní metody zpracování přirozeného jazyka v kombinaci s poznatky z právní teorie mají potenciál pro vytvoření užitečných metrik. Cílem projektu je vyvinout sadu takových metrik a ve spolupráci s právními experty je aplikovat na jednotlivé zákony, případně odvozené vyhlášky a nařízení současné i minulé české legislativy. Vstupními daty budou jednak primární a sekundární legislativní dokumenty ČR (zákony, vyhlášky, nařízení vlády atd.), aktuálně platné i minulé, jednak expertně anotovaná znalostní báze AcademicLex a systém PES budované v Ústavu státu a práva AV ČR. Výstupem projektu bude model hodnocení kvality právních textů ve třech dimenzích, a sice - srozumitelnost, jednoznačnost a konzistence. Hodnoty těchto metrik budou měřeny na vybraných legislativních textech a budou použity pro generování alternativních znění částí hodnocených textů s cílem vylepšit jejich kvalitu.
The rule of law in any country starts with legislation. Directly or indirectly it impacts all areas of civic society. Comprehensibility, consistency and unambiguity of legal texts are the crucial qualities predicating the usefulness of legislation and its potential to achieve the effects intended by the legislator. Measuring these qualities objectively is not simple, but state-of-the-art natural language processing (NLP) methods combined with insights from legal theory have the potential to provide the basis of compelling quality metrics. The aim of this project is to develop a set of suitable metrics and, in collaboration with legal experts, apply them to individual laws, derived decrees, and regulations of current and past Czech legislation. The input data for this project will consist of primary and secondary legislative documents of the Czech Republic, both currently valid and past, as well as an expert-annotated knowledge base AcademicLex and system PES maintained by the Institute of State and Law of the Czech Academy of Sciences. The output of the project will be a quality assessment model of legal text across three dimensions - comprehensibility, unambiguity and consistency. The values of these metrics for selected legislative texts will be calculated and the model will be used to generate alternative versions of evaluated documents with the aim of improving quality with regard to the defined metrics.
