ELE 2

Twenty-four official languages and more than 60 regional and minority languages constitute the fabric of the European Union’s linguistic landscape. However, language barriers still hamper communication and the free flow of information across the EU. Multilingualism is a key cultural cornerstone of Europe and signifies what it means to be and to feel European. Many studies and resolutions, as noted in the EP resolution “Language equality in the digital age” (2018), have found a striking imbalance in terms of support through language technologies and issue a call to action. The project ELE 2, just like its immediate predecessor project ELE 1 (January 2021 – June 2022), answers this call. ELE 2 builds on the foundations created by the original ELE project in developing a strategic agenda and roadmap for making digital language equality a reality in Europe by 2030. The primary goal of ELE 2 is to revise, extend and further promote the strategic research, innovation and implementation agenda (SRIA) and roadmap. This agenda specifies strategic recommendations that, in their totality, can be conceptualised as the European Language Equality Programme, i.e., as a scientifically, economically, socially and politically relevant strategic plan jointly endorsed by the EU and the Member States towards the realisation of digital language equality in Europe by 2030. Within the original ELE project, the strategic agenda and, hence, the ELE Programme, are currently jointly prepared with the whole European Language Technology, Computational Linguistics and language-centric AI community. In addition to this, representatives of many relevant initiatives and associations, language communities and regional and minority language groups that are either partners of the ELE 1 consortium or that the ELE 1 consortium has reached out to are included in the initiative, through external consultation sessions and providing incentives to stakeholders in relevant user industries and social constituencies.
