A short introduction into logical structure of VALLEX 2.0 is given in Part I of the technical report from 2006. Some theoretical issues are summarized in the article Valency in the Prague Dependency Treebank: Building the Valency Lexicon. More detailed information about creating VALLEX, including its theoretical and also technical aspects as well as references to several similar projects can be found in Zdeněk Žabokrtský's PhD thesis.
